We are members of the Armed Forces of the Philippines. Today we stand before our people to declare our withdrawal of support from the chain of command of the AFP and the government of Gloria Macapagal Arroyo.
We are not doing this because we want power or we want to destabilize country. We are doing this because of the following major crimes of the government against our people:
First, the GMA government, through the AFP leadership and Secretary Angelo Reyes, has been selling bullets and arms from the government arsenal to the MILF, Abu Sayyaf and the NPA. These bullets, which kill our soldiers, actually came from the very government that we fighting to defend. This is why there is a war for over 30 years now, and still our enemies have not run out of bullets. As evidence, all the bullets that were recovered from the enemy had the markings that they came from the DND arsenal.
A number of soldiers have died, and even more are going to die in a war that they do not plan to end. Furthermore, hundreds of thousands of civilians have been caught helpless in the crossfire. They do not want the war to end so that it will continue to be a milking cow of greedy and treacherous officials in the AFP and in the government.
We have experienced the true situation of our soldiers. We have shared hardships and sacrifices in the face of an armed conflict, but the support we need against the jaws of death have been pocketed by a few leaders looking out only for their selfish interests.
We believe that we cannot attain genuine peace while the corrupt and greedy are leading the AFP and the PNP. And without peace, the Philippines cannot prosper.
Second, the GMA government through the special operations teams of Sec. Reyes and Gen. Corpus, is responsible for the Davao City bombings. They did this to finally tag the MILF as terrorist, to serve as basis for asking from the anti-terrorist fund of the USA before GMA's visit. Civilian lives were sacrificed in exchange for the military hardware that GMA begged from the USA.
Third, we have uncovered GMA's plan to declare martial law this coming August so that her clique can perpetuate themselves in power beyond 2004. They will do this through a series of bombings in Metro Manila, which they would blame on different groups. The escape of Fathur Al-Ghozi was the start of this operation. Fellow Filipinos, the real terrorists are inside our government.
But we will not allow this to happen. We will not allow this dastardly plan of government to continue. We have sworn to protect the state and our people. We will not turn our back on this vow.
They will invoke the Constitution to confront us. But we all know that they violated the Constitution where they installed GMA through people power. We tolerated their stay in power because they promised to clean up the government and lift up the Filipino masses from poverty. But over two-and-a- half years have passed since the GMA government was swept into power, and corruption among officials in government continues. The masses continue to sink deeper into poverty. And there is the added burden of worsening peace and order situation in our country.
Our people are now withdrawing what they have given to the administration of GMA. With them, we demand the resignation of our leaders in the present regime.It is no different from past administrations. This is a regime that thinks of nothing but holding on to power, to enrich themselves, and to coddle rich and influential personalities.
For these reasons, we are willing to sacrifice our lives today, to pursue a program that is not tainted with politicking, and which we believe is the only hope for our nation to recover and progress. This is the National Recovery Program (NRP). If we analyze it, this is the only program, and no other, that provides solutions to the principal problems of our country.
To our people and our fellow soldiers, let us unite behind the NRP and remain vigilant to ensure its realization.
We have taken this stand now, not only to air the grievances of the members of the AFP but to lend our voice to the grievances of the Filipino people. To all our fellow members of the AFP and the Filipino people, if you judge that what we are fighting for is wrong, we stand here before you and you can take our lives. But if you judge that we are right, we ask you to take a stand and support our struggle. All of these are for a better future and for the good of the coming generations.
To the media institutions whose role is to present the truth about the situation and the grievances of the Filipino people, we hope for fairness and ask that you will not allow yourselves to be used by those who want to protect their vested interests. Let the real cry of our people be heard! Do not allow it to be stifled.
Together, we can help our Motherland rise again... Let us begin now.

Kami ay mga miyembro ng Armed Forces of the Philippines. Kami ay humaharap sa taong bayan ngayon upang ideklara ang aming withdrawal of support mula sa chain of command ng AFP at sa gobyerno ni Gloria Macapagal Arroyo. Hindi namin ito ginagawa dahil gusto namin ng kapangyarihan o dahil gusto namin guluhin ang ating bayan. Ito ay ginagawa namin dahil sa mga sumusunod na malalaking kasalanan ng gobyernong ito sa taong bayan:
UNA, ang gobyerno ni GMA, sa pamamagitan ng AFP leadership at ni Sec Angelo Reyes, ang nagbebenta ng mga bala at armas mula sa government arsenal tungo sa MILF, Abu Sayyaf at NPA. Sa madaling salita, ang mga balang pumapatay sa kapwa naming sundalo ay nanggagaling din mismo sa gobyernong ipinaglalaban namin. Ito ang dahilan kung bakit higit sa tatlumpung taon na ang giyera, hindi pa rin nauubusan ng bala ang mga kalaban. Isa sa katibayan nito ay lahat ng narerecover na bala sa mga na-overrun na kampo ng kalaban ay may mga tatak na galing sa DND arsenal. Ilang sundalo na ang namatay at ilan pa ang mamamatay para sa isang giyerang wala namang planong tapusin. Dagdag pa rito ang daang- libong mga civilian na nadadamay na walang kalaban laban. Ginagawa nila ito upang ang giyerang walang katapusan ay maging gatasan ng mga sakim at traydor na mga opisyal ng gobyerno at ng AFP.
Aming naranasan ang tunay na kalagayan ng ating mga sundalo. Ang paghihirap at sakripisyo sa gitna ng armadong sagupaan na kung saan ang suporta na kinakailangan sa pangil ng kamatayan ay ibinubulsa lamang ng ating mga lider para sa kanilang pansariling kapakanan.
Naniniwala kami na hindi natin makakamit ang tunay na kapayapaan habang mga kurakot at ganid ang namumuno sa AFP at PNP. At kung walang kapayapaan ay hindi uusad ang Pilipinas.
PANGALAWA, ang gobyerno ni GMA, sa pamamagitan ng mga special operations teams nina Sec Reyes at Gen Corpus, ang may kagagawan ng mga pagsabog sa Davao City. Ito ay ginawa nila upang tuluyang mabansagang terorista ang MILF para maging basehan sa paghingi sa anti-terrorist fund ng Amerika bago si GMA bumyahe doon. Ang mga buhay ng mga sibilyang namatay doon ang katapat ng mga military hardware na nilimos ni GMA sa Amerika.
PANGATLO. Natuklasan namin ang plano ni GMA na mag-deklara ng martial law itong darating na Agosto para makapagpatuloy sila sa poder ng kapangyarihan na lalagpas sa 2004. Ito ay gagawin nila sa pamamagitan ng ilang pagsabog sa Metro Manila at isisisi sa iba't ibang grupo. Ang pagtakas ni Fathur Al- Ghozi ang sinyales ng operasyong ito. Mga kapwa naming Pilipino, nasa gobyerno natin ang mga tunay na terorista.
Subalit hindi namin ito papayagang mangyari. Hindi namin hahayaang matuloy ang karumaldumal na plano ng gobyernong ito. Kami ay sumumpa na poprotektahan ang estado at ang taong bayan. Hindi namin tatalikuran ang sumpang ito.
Sa pagharap nila sa amin ngayon, gagamitin nila ang Konstitusyon. Subalit alam ng lahat na naibasura na ang Konstitusyon nung iniluklok si GMA sa pamamagitan ng people power. Hinayaan lang natin silang magpatuloy dahil sa pangakong lilinisin nila ang gobyerno at iaahon mula sa kahirapan ang masang Pilipino.
Ngunit higit sa dalawa't kalahating taon na ang nakalilipas simula ng iniluklok sa kapangyarihan ang gobyerno ni GMA, laganap pa rin ang pangungurakot ng mga opisyal ng gobyerno at wala pa ring pagbabago bagkus lalo pang humirap ang mga masa. Dagdag pa rito, lalo pang lumala ang peace and order situation ng bansa.
Binabawi na ng taong bayan ang tiwalang ibinigay sa administrasyon ni GMA. Hinihingi namin ngayon ang pagbibitiw ng mga lider ng kasalukuyang rehimen na walang ipinagkaiba sa mga nakaraan. Isang rehimen na walang inisip kundi ang pananatili sa kapangyarihan, pagpapayaman sa sarili at pag-aaruga sa mga mayayaman at maimpluwensiyang personalidad.
Dahil dito handa kaming ibuwis ngayon ang aming buhay upang ipatupad ang isang programa na walang bahid ng pamumulitika dahil buo ang paniniwala namin na ito ang tanging pag-asa tungo sa pag-ahon at pag-unlad ng ating bayan. Ito ang National Recovery Program. Kung ating susuriin, ito lang ang programang naghahain ng mga solusyon sa mga pangunahing problema ng bayan at wala ng iba.
Sa taong bayan at sa mga kapwa naming mga sundalo, magkaisa tayo sa likod ng NRP at bantayan natin ang pagsasakatuparan nito.
Ang ginawa naming pagtayo ngayon ay hindi lamang upang isigaw ang mga hinaing ng mga miyembro ng AFP kundi sa kabuuan, upang ipahayag ang hinaing ng sambayanang Pilipino. Sa lahat ng miyembro ng AFP at ng sambayanang Pilipino, kung sa tingin nyo ay mali ang aming ipinaglalaban, narito kami, tapusin n'yo na ang aming buhay. Subalit kung sa inyong pananaw kami ay tama, nawa'y tumayo kayo at kami'y suportahan. Ang lahat ng ito ay para sa ating magandang kinabukasan at sa ikabubuti ng darating pang mga henerasyon.
Sa institusyon na ang layunin ay magbalita ng mga totoong pangyayari at hinaing ng mamamayang Pilipino, aming inaasahan ang inyong walang pagkiling na pagbalita at nawa'y huwag ninyong hayaan na kayo'y gamitin ng sinuman upang iligtas lamang ang kanilang pansariling interes. Kailangang marinig ang hinaing ng bayan. Hahayaan nyo bang ito'y mapagtakpan?
Kaya nating ibangon muli ang inang bayan...ngayon na natin simulan.
