Philippine Jubilee 2000 Petition

We, the undersigned, believe that the start of the new millenium should be a time to give hope to the poor and pave the way for a new future.
The Estrada government should take this opportunity to give substance to its claim of being a government for the poor by addressing decisively the debt problem of the Philippines.
Despite claims that the crisis is no longer a problem in the Philippines, we note that still a big amount of the government's annual budget is appropriated for the payment of these debts. These debts have not really been used for the benefit of the people.
We call upon the leaders and legislators of the Philippines to repeal Section 26(b) of the Revised Administrative Code of 1987. We ask the legislature to reclaim and exercise the authority to ensure responsible debt servicing that does not sacrifice the welfare of the nation.
We trust that a sound debt policy will open opportunities for basic services to be amply funded and delivered to the people.

Section 26. Automatic Appropriations.--- All expenditures for (a)personal retirement premiums, government service insurance, and other similar fixed expenditures, (b) principal and interest on public debt, (c) national government guarantees of obligations which are drawn upon, and automatically appropriated..." (emphasis added)
The repeal of Section 26(b) Book 6 of the Revised Administrative Code of 1987, will give Congress the power to determine the best option for a sound debt management program. This will in effect enable Congress to decide WHAT to pay, HOW MUCH we can afford to pay, and WHEN to pay. With this, the budget will be partly freed from unnecessary constraints in order to increase subsidy to basic social and economic services.
