We, the delegates to the European Solidarity Conference on the Philippines, held on 10-12 September, in Reading, UK, welcome the formation of the Consortium of Moro NGOs and POs in Mindanao. This is a significant step in the development of Moro civil society.
We call on the Estrada government to take the peace process with Moro armed groups seriously, and to include civil society formations in this peace process.
We urge European and other foreign donor governments and agencies to recognize the contribution of communities and civil society groups to the peace process, and to extend support to civil society as part of overall efforts to support peace and development in Mindanao.
